The Student Congress of College of Physics and Optoelectronic Engineering is under the leadership of the College Party Committee and the guidance of the College Youth League Committee. As a group organization on behalf of the students’ benefits, it is a basic and significant way for students to exercise their democratic rights and participate in the school’s democratic management. It serves as the link and bridge between the university, the college and the students and works as the spokesman for the majority of students.

The Committee of the Student Congress, as the standing body, is responsible for the preparatory work before the Congress and the routine work between the sessions. The committee has two conveners and seven members, namely, a nine-member group. The committee has a secretariat under which a member serves as Secretary-General. The number of student representatives is determined by the number of people in the class, one representative for every forty people (only one representative for a class less than thirty people).

The responsibilities of the Student Congress are as follows:

1、Supervise the development of the College Students’ Union

2、Supervise and approve the activity funds of the college Students’ Union and societies.

3、Approve and evaluate all kinds of scholarships and grants.

4、Revise and formulate the regulations of the Congress, and supervise the implementation of the regulations.

5、Elect new members of the Congress.

6、The Congress is entitled to recall its committee members and the president of the Students’ Union. The recall is supposed to be proposed by more than one-third of the official representatives or more than two-thirds of the Congress members and approved by more than half of the representatives present at the Congress.

7、Discuss and decide on other significant issues resolved by the Congress.

8、Enlist the president of the Students’ Union and all departments under the Union in exercising their functions.
